Turn key products require many different manufacturing processes. However, most Chinese factories are only familiar with certain processes. Manufacturing of turn key  products requires assignment of competent project engineers to organize and coordinate internal departments and external suppliers to assure on-time delivery. Since most Chinese factories don't have project engineers, they're not very interested in doing turn key projects. Even if they accept the PO, their management capability is very limited. Moreover, designers of turn key products are usually not familiar with various manufacturing processes. Therefore manufacturers should  be capable of reviewing the design drawings to ensure that processes, materials and structures are reasonable. The review needs experienced project engineers and most Chinese factories do not have any project engineers.

In order to complete this project, experienced project engineers, strict processes, quality control and qualified suppliers control are required, while most Chinese contractors lack of these integrated manufacturing capability.
